These records document the fiscal administration of grants received by the Smithsonian Institution. They consist of correspondence, memoranda, budgets, and reports. Many of these records were kept by Phillip H. Babcock, who became an accountant in the Fiscal Division in 1964, Chief of the Contracts and Grants Section in 1966, Chief of the Contracts and Grants Division in 1969, Chief of the Grants and Insurance Administration Division in 1972, and Director of the Office of Grants and Risk Management in 1978.

Farouk El-Baz (b. Jan. 2, 1938, Mansoura, Egypt) received degrees from Ain Shams University, the Missouri School of Mines and Metallurgy, and the Missouri University of Science and Technology. He was appointed Science Adviser to President Anwar Sadat of Egypt and taught at Assiut University, Egypt and the Heidelberg University, Germany.
